These dossiers document everything the selection committee used to choose them. They do not document the thing that actually made them the right choice. What they did not evaluate: what Carter does when the problem is not structural. In February 2054, at the Manila Highlands transit hub, Carter held a plant cutting from Alina's grandmother's rooftop garden in both hands for four kilometres. The cutting was adequately sealed. Manual stabilisation was not required. He held it anyway. That is not in any engineering assessment. It is the most important data point in his file."

What they did not evaluate: Alina's grandmother gave her a cutting from a plant she had been growing in an illegal rooftop container for thirty years. The plant survived a category 5 typhoon and three government inspections by being moved, wrapped in cloth, and placed in a compartment behind the water recycling unit each time. Alina learned to grow things in places they were not supposed to grow before she was seven years old. That is the most relevant qualification in her file. It is not in any committee document."

What the 94.7% does not capture: on Transit Day 148, Carter held Alina's hand in the dark during the rest cycle without waking her. Her hand closed around his while she was asleep. Neither of them mentioned it in the morning. Both of them knew. I do not have a metric for that. I have a file. It is the longest one I keep."
